United States Over 40 Memorial Basketball League Rules
 
Part I​
 
The United States Over 40 Memorial Basketball League (also known as USOFMBL) shall operate under the rules administered by the Commissioner.
 
Duties of the Commissioner will include, but not limited to:
 
1. Consider basketball rule changes
2. Approve requests for players transfers
3. Determine player eligibility
4. Investigation of protest and initiating appropriate disciplinary action when required
5. General League Administration
 
Part II
 
Player Eligibility
 
1. Players will be from the Baltimore City County area.  (All areas are welcomed.)
 
2. Players must be over 35 years of age (born on or before 1976).
 
3. Each team roster must include a minimum of eight (8) players and can roster no more than twelve (12) players.
 
4. Awards (jackets) will be distributed at the annual league gathering after the season.
 
5. The team manager shall submit to the USOFMBL the official roster (listing all the players on the team) before the first scheduled game.
 
6. Changes, additions and/or deletions can be made prior to the third scheduled game in writing to the League Commissioner on the roster "Addition/Deletion Form."
 
7. A player must participate in a minimum seven (7) games to be eligible to play in the playoffs.
 
8. No player shall play on more than one team the same night and any night.
 
9. A player must be officially released in writing, by the team manager before signing with another team.
 
10. A player shall not play for any college or professional team during the current basketball season.
 
11. Any team using and eligible player shall automatically forfeit all games in which the ineligible player participated.
 
12.  Protest as to the use of an ineligible player may be made at any time during the operation of the league with no protest fee required.
 
13. Players are to keep some form of photo ID accessible at games should a challenge to the player identity occur
 
14. The USOFMBL and League Facility assumes no liability for injury or damages arising from the results of participation in the USOFMBL.
 
15. We strongly urge that each team in the league have insurance to cover each player appearing on the roster for every game, practice game and travel to and from each league game and practice game, or that each player be covered by personal health insurance.
 
16. The team roster now includes an Agreement to Participate and Release on the back of the roster.  A player's signature on the roster indicates that the player has read and understands the terms of the Agreement and Release.
 
17. Any player who does not play fees will be place on the non-payment roster and will be band from joining the league until determination of responsible financial obligations are met.
 
Part III
 
1.USOFMBL will run under NCAA Basketball rules.
 
2. Starting the Game
 
A. 15 minutes prior to the schedules game time, Team Managers must supply the official scorebook with name and numbers of all players who will be attending and playing that day
 
B. The game can begin with four (4) players.  There will be five (5) points awarded to the team who has all five (5) automatically.
 
C. Five (5) players must be present to begin second half.  Otherwise the game will be declared forfeiture.
 
D. Five (5) minute grace period from the scheduled starting time.
 
3. All games consist of two (2) 22 minute halves.  There shall be three (3) to five (5) minute rest period between two halves.
 
4. There are three (3) timeouts per half.  The clock will be stopped for violations and penalties. 
 
5. If team is ahead 20 points or more the clock will only be stopped for time outs.
 
6. There will be one three (3) minute overtime period stopping the clock only for shooting fouls, team timeouts and official timeouts.  Timeouts not used in the game can be used to the overtime period.
 
7. When player reaches five (5) fouls that player has fouled out.  Each team is allowed seven (7) team fouls per half before the one and one rule shall apply.
 
8. Players may enter the lane after the shooter has released the ball.
 
9. If a player is fouled on an unsuccessful 3pt field goal attempt will receive three (3) free throws
 
10. Game Ball: B1200 Wilson or Equivalent
 
11. No dunking or grabbing the rim shall be suspended for two (2) games
 
12. No cursing, fighting and/or approaching an official will lead to suspension
 
13. Any unsportsmanlike conduct may result in barring the player for further participation in the league.
 
14. Uniforms - Players must wear jersey of the same base color.  The jerseys must have numbers. If no numbers on jerseys, a team spotter must be supplied.
 
15.  A team who forfeits three games will be dropped from the league.
 
16. No refunds
 
17. No smoking or drinking in the facility (includes alcoholic and non-alcoholic beverages).
 
18. Scores and standings will be available online.​​
